The Oklahoma Legislature is expected to adjourn Sine Die next week, officially ending the 2026 Legislative Session. Lawmakers only have one item remaining on the agenda and are not expected to reconvene until Thursday, meaning most bills, and all that are impacting real estate, are effectively at the finish line – either headed to the Governor’s desk or will not be considered. As a reminder, these bills will generally become law, on November 1 of this year, if the Governor signs them into law. 

Here’s a quick recap of what is at the finish line: 

SB 1177 was signed into law by the Governor. This potential new law is a large-scale appropriations bill which includes funding for municipal infrastructure improvements (water and wastewater) across Oklahoma. This will make a huge difference for home affordability and availability, especially in areas of rapid population growth. 

HB 3781 passed the Legislature and is headed for the Governor’s desk. If signed by the Governor, the new law will give the Oklahoma Insurance Commissioner broader power to challenge insurance carrier rates. This is a great first step in the right direction to combat rising insurance rates in Oklahoma, which is critical when it comes to housing affordability in Oklahoma

SB 1217, an OREC introduced bill which has received significant industry attention, passed unamended. This bill changes requirements for real estate licensees regarding written agreements between brokers and buyers. This bill will impact REALTORS®, local associations, and MLSs slightly differently. Oklahoma REALTORS® is closely tracking these changes and will continue providing members with clear, practical guidance as the bills become law and take effect on November 1.
