Budget discussions continue and will remain the main focus at the Capitol throughout the balance of the session. Regarding measures of specific interest to OAR, this week the governor signed HB 1965 (O’Donnell/Sharp & Senate Public Safety Committee). This measure makes unlawful the use of a hand-held device for the purpose of physically texting. Effective November 1, such an activity will be considered a primary driving offense and will hold a penalty of up to $100. The bill does not restrict the use of a hand-held device for the purposes of phone use. This being the case, OAR policy supports such a measure.
SB 379 (Real Estate Owner’s Rights Act) continues to be in a conference committee. The Senate named their committee members this week (Newberry, Bass, Crain, Dahm, Fields, Wyrick and Bice). House conferees have not yet been assigned.
